Dr. Mark Funkhouser, Board Chair of the ICPA, is the current Mayor of Kansas City, MO. He began his career as an assistant professor at Salem College in Salem, W.Va., teaching social work and sociology. He went on to work as an auditor, first in Tennessee state government and then for the city of Kansas City, Mo., where he served from 1988 until 2006. Under his leadership, the City Auditor's Office in Kansas City won the Knighton Award for outstanding auditing in 1997, 2000, 2003, and 2004. He earned a bachelor's degree in political science from Thiel College, a master's degree in social work from West Virginia University, an MBA from Tennessee State University, and an interdisciplinary PhD in public administration and sociology from the University of Missouri-Kansas City.

George D. Blackwood Jr.  Secretary of the ICPA, is an attorney in the private practice of law in Kansas City, Missouri. He earned his Bachelor's Degree from Baker University in Baldwin City, Kansas, his Master's Degree in Political Science from Boston University in 1962 and his Law Degree from the University of Kansas in 1965. He was on the City Council of Kansas City, Missouri during 1991 to 1999 from the 6th District at Large. He served as Mayor Pro Tem and Chairman of the Finance Committee of the Council during that period. During his tenure on the Council, the Performance Auditor of the City (Mark Funkhouser) reported to the Rules Committee which he chaired and in cooperation with the auditor, was responsible for implementation of performance audit recommendations to improve the efficiency and responsiveness of City Government.

Dr. Ho-seung Moon, a Director and Former Executive Director of the ICPA, is a performance audit professional with the Board of Audit and Inspection of Korea - the Korean equivalent of the US GAO. He is currently Inspector General of IRS of Korea. Prior to this, he was a Director of Innovation where he was in charge of transformation and capacity building of his office. He earned his bachelor's degree in political science from Yonsei University, an MBA from Hong-Ik University, and PhD in public administration from the Birmingham City University, UK. The title of his thesis is "A Model of Accountability and Performance Audits by the Supreme Audit Institutions".
